October 16, 2026, TORONTO: The Zoryan Institute is pleased to announce the publication of a new article on its Scholar’s Corner platform, “AI and Genocide in Gaza: Who Bears the Burden of Accountability?” by Branislav Radeljić, Professor of Political Science and AI Governance Consultant.
The article examines the growing role of artificial intelligence in warfare and considers how AI-enabled systems are complicating traditional understandings of accountability. The author uses the case of Gaza and Israel’s use of these technologies against Palestinians, highlighting how targeting systems have been used to automate the identification of targets, including individuals, residential blocs, and civilian infrastructure.
The author concludes his piece by stating:
“The language of “genocide by algorithm” ultimately points toward a broader problem: the danger of allowing technological systems to become substitutes for moral and political judgment. The central issue is therefore not whether machines are responsible for violence. It is whether humans will allow machines—and the complexity surrounding them—to make responsibility so diffuse that nobody can be held accountable.”
The piece builds in part on Radeljić’s 2026 study, “Genocide by Algorithm in Gaza: Artificial Intelligence, Countervailing Responsibility, and the Corruption of Public Discourse,” published in Genocide Studies and Prevention.
